Eurooppalaisten kansalaisjärjestöjen kokoaman raportin mukaan vuonna 2006 - jo toisena vuonna peräkkäin - lähes kolmannes EU-maiden kehitysyhteistyörahoituksesta ei todellisuudessa kohdistunut köyhyyden vähentämiseen kehitysmaissa. Sen sijaan kehitysavuksi laskettiin muun muassa velkahelpotukset, pakolaisten majoitus sekä ulkomaalaisten opiskelijoiden koulutus eurooppalaisissa yliopistoissa.

Official Development Assistance: The truth behind the figures (2006)

The growing perception among certain decision-makers and institutions at European level is that development NGOs administer a considerable quantity of Community funds. However, the official figures from the European Commission reveal that in 2004, out of 7.7 billion euros worth of external aid, less than 700 million was spent through NGOs (only 9% of which 50% is dedicated to humanitarian aid and relief operations.)

European NGO are writing, ahead of the Senior Level Meeting (SLM) of the Development Assistance Committee (DAC), to register their concerns over a number of issues related to both aid quantity and quality. We view the upcoming SLM as an important opportunity to address some issues of concern to us.

Eurooppalaisten kansalaisjärjestöjen kokoaman raportin mukaan vuonna 2005 peräti 13,5 miljardia euroa eli lähes kolmannes EU-maiden kehitysyhteistyörahoituksesta ei todellisuudessa kohdistunut köyhyyden vähentämiseen kehitysmaissa. Sen sijaan kehitysavuksi laskettiin muun muassa velkahelpotukset, pakolaisten majoitus sekä ulkomaalaisten opiskelijoiden koulutus eurooppalaisissa yliopistoissa.
